‘Dinosaur-Era’ HMRC Systems Putting Taxpayers at Risk

HMRC systems have been branded a "lumbering dinosaur" by MPs, who say that the UK tax authority’s creaking IT systems, reliance on snail mail and spiralling costs are dragging the country’s tax administration into the dark ages.

A damning report from the influential Treasury Committee lays bare just how far behind HMRC has fallen, not only in modernising its tech but in delivering a service fit for the 21st century too.

HMRC System Held Together by Sticky Tape

At the root of the problem is HMRC’s ageing IT infrastructure, one of the largest and most complex in the UK. The report warns delays in upgrades have left the system vulnerable with lower security, reliability and resilience. Worse, the cost of maintaining these outdated systems is ballooning.

MPs slammed HMRC for having no clear deadline to finish modernising its tech, blaming budget shuffling and underestimating the scale of the trouble. Some upgrades were put on hold in the tax year 2023/24 as funds were diverted to "higher priorities". Now the tax office says progress depends on the next government spending review, meaning taxpayers could be stuck in limbo for years.

14 Million Letters & Counting

While most of us live in a world of instant messaging and digital forms, HMRC is still churning out letters at an astonishing rate: 14 million pieces of post in a single year. The committee called this "frankly unacceptable," forcing taxpayers to deal with a system that feels decades out of date.

HMRC has promised to cut back, looking to save £50 million a year on postage by 2028/29. However, given that so much communication is still paper-based, critics argue that the pace of change is glacial.

Making Tax Digital (MTD)

The government’s flagship Making Tax Digital scheme, designed to drag tax reporting into the digital age, has come under fire, too. The expansion to income tax, set for 2026, will hit self-employed workers, landlords and small businesses with £500 million in transition costs alone.

Yet MPs found "no strong evidence" that MTD has boosted productivity or compliance for VAT traders already using it. Worse, the report estimates self assessment taxpayers will end up £200 million worse off than the savings the system generates.

Falling Productivity, Swelling Distrust

HMRC’s troubles don’t end there. Notwithstanding hiring more compliance staff to chase tax evaders, productivity has tanked sharply: each worker now brings in £1.27 million, down from £1.4 million before the pandemic.

Public trust is also at rock bottom thanks to poor service, complex tax rules and HMRC’s habit of shutting down helplines when call volumes get too high. The report noted that even HMRC admits its service standards have fallen short.

Can AI Save the Day?

Because of its outdated systems, HMRC risks missing the boat on artificial intelligence, which could revolutionise tax collection and fraud detection.

The tax office says it’s been using basic AI for years for things like spotting fraud patterns, but admits its old tech limits what is possible. Meanwhile, the committee has given HMRC until autumn to explain how it’ll harness AI.

Conclusion

HMRC insists it’s on the case, pointing to £875 million spent on IT upgrades last year and plans to "remediate" old systems.

But because there is no firm deadline for modernisation, taxpayers could be stuck with the "lumbering dinosaur" for years to come.
