UK Property Developers Flock to PBSA Sector

UK property developers are diving headfirst into the Purpose-Built Student Accommodation (PBSA) market even as international student numbers tank and universities face growing financial pressures. That has meant a record number of deals in 2024, with private developers snapping up land and transforming old buildings into modern student accommodations.

But what is driving this boom and what does it mean for students and universities? We have analysed this exact question in this article and have sought to present an outlook of the current scenario in the student accommodation market.

A Record Year for PBSA

According to a recent report, private developers signed a record 22 land deals in the PBSA market in 2024, totalling an explosive £473 million in investment. These deals include some high-profile projects like Greystar’s transformation of an old hotel in Manchester into a 1,014-bed student housing complex and Dominus and Cheyne Capital converting an office block at 65 Fleet Street into student flats in central London.

The projects are part of a broader trend that has reshaped the skylines of UK cities over the past few decades. As student numbers grew and rents rose, investors exploited the growing appetite for feature-loaded apartments. Today, privately developed student accommodations often fetch higher rents than traditional university-owned housing.

What is the Impact of Dropping International Student Numbers?

One might wonder why developers are so desperate to invest in student housing when international student numbers have dropped sharply. This is because the sector remains highly profitable for developers. High rents and the ability to pack more students into dense housing complexes make it an attractive investment.

Official data shows that annual private rents in the UK rose 9% in the year to December 2024. Meanwhile, rents for private student flats in 10 university cities jumped at nearly double the rate of university-owned accommodations.

In London, the average student rent for the 2024/25 academic year hit £13,595 — outstripping the maximum loan available to students in the capital for the first time. This has exposed the deepening crisis of unaffordable, inaccessible housing, leaving lower-income students struggling the most.

Partnerships Between Universities & Developers

In addition to private land deals, universities are increasingly partnering with developers to deliver student accommodations. These partnerships often benefit developers by lowering land costs and guaranteeing universities will fill the rooms with students. For universities, the collaborations provide a way to expand housing options without bearing the full burden.

One notable example is the £250 million joint venture between Newcastle University and Unite Students. The project will create around 750 new beds for the university to combat the growing demand for student housing in the area.

Conclusion

The influx of private investment into student housing is helping to fix a critical shortage. But it also raises hard questions about affordability and the role of for-profit companies in higher education.

As rents continue to climb, students are finding it increasingly difficult to cover housing costs even with loans and part-time work. Universities, too, are under pressure to provide affordable accommodations while wrestling with their own financial woes.
