Introducing RentalBux: Our MTD Software for Landlords
Generic software doesn't understand property businesses and require manual intervention to meet deadlines. That's why we developed RentalBux!
Heat network accounts are not service charge accounts with a different heading. If you're a managing agent, housing association or freeholder with communal heating on your portfolio, you'll know why. The income figure has to be rebuilt from billing agent data, not lifted from a ledger, and a deficit left too long can already be unrecoverable in law.
We handle this at scale, with schemes of 1,000+ apartments, four- to five-year backlogs, and data from a dozen-plus billing agents.
What our clients say about us
Rendering the best service with a team of qualified and regulated accountants and tax advisers.
When you're looking for someone to handle your heat network accounts, you want a team that can rebuild the numbers from messy source data, stand behind them with a formal report, and knows the property law those numbers ultimately answer to. Here's what that looks like with us.
Heat Network Accounts Specialists
We reconcile heat network accounts from a dozen-plus billing agent formats, rebuilding income figures from source data, full multi-year backlogs handled scheme by scheme.
Preparation Through to Reporting
We prepare your heat network accounts and, where the lease allows, provide the independent accountant's report alongside them in one engagement, not two.
Property Accountants at Heart
We're chartered accountants and tax advisers, with communal heating and heat network service charge work sitting inside a wider practice covering property VAT and landlord and tenant law.
Regulatory Deadline Alert
You have communal heating on part of your portfolio, and somewhere between the billing agent and the energy supplier, the accounts have fallen behind. Not through neglect. Reconciling a year of consumption data takes days of work per scheme, and queries can take weeks to come back. Deficits built up through the energy crisis are often still sitting there unquantified, and an aged deficit doesn't resolve itself just because of when it arose.
Then 27 January 2026 changed the picture. Ofgem became the statutory regulator for heat networks across Great Britain, and operators and suppliers must register by 26 January 2027. Registration asks for a clear picture of your organisation, finances and billing arrangements. That's difficult to provide with conviction when the accounts are four years behind.
Section 20B, Landlord and Tenant Act 1985 (England & Wales)
Bars recovery of service-charge costs incurred more than eighteen months before a demand, unless a holding notice was served in time. Scotland requires separate analysis.
Accountant's Report
Professional guidance on residential service-charge accounts and reports of factual findings as per TECH 03/11. It's relevant where heat costs are recovered through a service charge, but it isn't a heat-network-specific rule; its application depends on the lease and recovery structure.
Ofgem's back-billing condition
Generally limits recovery from domestic and microbusiness consumers to the preceding twelve months, with an exception where the charge is a service charge governed by the 1985 Act.
Ofgem authorisation conditions
Require charges to be fair and properly attributable to costs. Condition A4 asks for organisation, ownership, financial position and billing information at registration.
From reconciling messy billing agent data to preparing accounts your leaseholders and regulators can rely on, here's how we help you.
As part of that reconciliation, we bring data from a dozen-plus different billing agent formats into one schema. So, a portfolio with multiple agents produces one comparable output, not several inconsistent ones.
Expenditure agreed to supplier invoices with accruals and cut-off tested; cash reconciled to the designated client account holding the heat monies.
A debtor reconciliation that bridges income demanded, cash received, and closing arrears, with full supporting notes.
A report of factual findings prepared in accordance with TECH 03/11, whether we've prepared the accounts ourselves or you've handed us a completed trial balance.
Where you want it, we calculate network efficiency — bulk energy purchased against energy actually billed — the number behind the performance indicator your supply contracts now have to disclose.
We routinely clear four- and five-year reconciliation backlogs, scheme by scheme, so you get a real deliverable in weeks rather than waiting for an entire portfolio to be ready at once.
Every portfolio's heat network problem looks a little different. If you see yourself in one of these, or even if you don't, we're here to help.

"We manage communal heating across dozens of blocks and our agents all report differently. Can this be brought into one process?"
Yes, this is the exact portfolio profile we're built around. Once your agents' data is standardised, every scheme reports the same way, and a multi-block portfolio stops looking like a dozen separate problems.

"I carry the operator obligation but I don't run the day-to-day billing. How exposed am I?"
That's the first thing we establish, your actual position, tested against the law, before it ever reaches your balance sheet as a number you're relying on.

"Our heat networks sit inside our wider housing stock and the accounts have fallen years behind. Where do we start?"
With a pilot scheme, not a full rollout. You'll have a finished set of accounts and a real cost estimate for the rest of your stock before you commit to anything wider.

"Our directors need one firm to prepare the accounts and give the accountant's report, not two."
That's how we're set up to work, one file, one point of contact, and nothing lost in a handover between two separate providers.

General queries by our clients related to Heat Network Accounts are answered here.
There is no statutory template. What drives preparation and certification is the lease, supported by TECH 03/11 and the RICS residential management code. Since January 2026 there is also a regulatory dimension: Ofgem's authorisation conditions on fair pricing and cost allocation require charges to be fair and properly attributable to costs, and registration under condition A4 asks for information about your financial position and billing arrangements — all far easier to evidence from reconciled accounts.
For a scheme with four to five years outstanding, budget in the region of fifteen working days of dedicated effort to reach draft, assuming the data is in hand. The variable that moves this are how complete and consistent the billing agent's reports are.
Yes. A report of factual findings is an agreed-upon-procedures engagement rather than an assurance engagement, and TECH 03/11 expressly contemplates the reporting accountant also preparing the accounts from records the landlord or agent maintains. Where a lease requires an audit, or names a specific certifying party, that's a different conversation and we'll tell you so.
The lease or a lease summary, the billing agent's consumption and bill-line reports for the periods in scope, tariff schedules and review dates, energy supplier invoices, remittance and arrears listings, and bank statements for the account holding the heat monies. Where something is missing, we'll tell you what it means for the reconciliation rather than working around it silently.
It's the normal starting position, and the main reason portfolios fall behind. We log a data quality assessment per scheme at intake and price against it. What we ask for in return is a named contact on your side with the standing to escalate with the agents, because we have none.
Consumption and arrears records are personal data, so we put a written processing agreement in place before anything moves, work only inside approved systems, and minimise personal data in the working papers such as unit references rather than resident names wherever the reconciliation allows. If you have a security or supplier due diligence questionnaire, send it across and we'll complete it.
We can assemble the financial and consumer information the registration asks for and tell you what your heat network accounts do and don't currently support. We are accountants, not compliance consultants, and where a question is engineering or licensing rather than financial, we'll say so and point you to the right people.
Ofgem may also impose financial penalties for contraventions by authorised persons. The maximum financial penalty is the higher of 10% of the authorised person's turnover or £1 million, but that is not an automatic penalty for every failure to register and should not be presented as a fixed consequence of late registration.
Reconciled heat network accounts and clear billing records can make a difficult registration submission easier to support, but they do not by themselves satisfy every registration or authorisation requirement.
It depends on who holds the operator or supplier role, which isn't always the freeholder. Where multiple parties are involved, one must be nominated as Ofgem's primary contact. We can't answer that governance question for you, but once you know, we can tell you what your heat network accounts currently support.
